Leaked US cables offer details of Israeli Gaza strategy

Oslo – Israel informed the United States of its intent to keep the economy in Hamas-ruled Gaza at ‘the lowest level’ without triggering ‘a humanitarian crisis,’ a Norwegian daily said Wednesday, citing leaked US diplomatic cables.

The decisions included how much Israeli currency is allowed to circulate in Gaza, according to US diplomatic cables leaked by whistle-blower site WikiLeaks and quoted by the daily Aftenposten.

The radical Islamist Palestinian Hamas movement has ruled Gaza since 2007 and in the diplomatic cables, US officials reported to Washington about failed efforts to persuade Israel to allow more currency flows.

The published cables were sent before Israel launched a Gaza offensive – which it called ‘Operation Cast Lead’ – at the end of December 2008 to halt rockets fired on Israeli towns and villages near the Gaza border.

A November 2008 cable mentioned concerns by the Palestinian Authority (PA), which sits in the West Bank, that Hamas could gain further support by being able to pay employees while the PA was unable to do so.

Aftenposten in December said it had acquired full access to whistle-blower website WikiLeaks’ cache of some 250,000 US diplomatic cables.
