Prisoners researcher Abdulnasser Farwaneh said the recently completed deal between Israel and Hamas to exchange more than 1,000 Palestinian prisoners for captured Israeli soldier Gilad Shalit would be the 38th such deal signed between Israeli and Arab governments since 1948.

Egypt first began to exchange prisoners with Israel in February 1949 and the last known exchange was between Hezbollah and Israel in July 2008, which freed Samir al-Qantar.
The Popular Front for the Liberation of Palestine (PFLP) was the first Palestinian group to exchange prisoners with Israel, first in July 1968: a captured Israeli plane was forced to land in Algeria and its passengers were taken hostage, then released in exchange for 37 Palestinian prisoners. The deal was supervised by the International Red Cross.
Before Gilad Shalit was released, Hamas and Israel conducted the “video tape deal” in October 2009, in which Israel released 20 prisoners in order to obtain a video tape showing information about Shalit’s health. That deal, in June 2007, was the last between Israelis and Palestinians.
Fatah began exchanging prisoners in 1971, negotiating the release of Mahmoud Bakr Hejazi. On November 23, 1983, the party engineered the largest exchange in history of the conflict, in which all 4,700 prisoners in the al-Ansar prison in south Lebanon prisoners were released as well as 65 Palestinian prisoners in Israeli prisons—all for 6 Israeli soldiers captured by Fatah.
Farawna said that the practice of capturing Israelis to release Palestinians is not new to the resistance factions, forming a main point in their philosophies. He said it demonstrates loyalty to prisoners and their sacrifices.
