Residents of Silwan have long since held the view of Israeli settlements in their village as islands of legal immunity, barricaded within walls, security cameras and armed security personnel.

A heavy presence of Israeli military and intelligence patrols settlement areas. Many Municipal services are offered exclusively to Israeli settlers living in Silwan, while many native Palestinian residents, despite paying taxes, are offered nothing by the Municipality. Streets are cleaned after Jewish holidays, and settler garbage containers are emptied by Municipal workers more than once a day. Many Palestinian neighborhoods, meanwhile, receive no garbage collection. Construction work in settlement areas are undertaken quickly and smoothly, with holes covered so as to avoid accident. Holes in Palestinian areas, however, are left uncovered, posing serious danger to local’s safety.
Israeli traffic police target Palestinian drivers in Silwan, and frequently respond with violence to any residents who protest their discriminatory policies. Harassment, beating, arrest and potential prison sentences befall those who speak out against police racism, as was the case with local resident Wahid Rweidi, who was attacked recently by Israeli forces.
