NAM expressed it’s intention to support the Palestinian statehood bid. Like it did as well last September 2011. So to obstruct any negotiation even supporting any bid, Israel simply blocks entry to the NAM ministers:

A Palestinian official, speaking on the condition of anonymity said on Sunday that Israel was refusing to allow entry to the foreign ministers of Malaysia, Indonesia, Bangladesh and Cuba. A senior Israeli official confirmed the news.
“A decision has been taken to bar the diplomatic representatives of several countries which do not recognize Israel from crossing the Israeli borders,” he told AFP, speaking on condition of anonymity.
“The countries in question are Cuba, Algeria, Indonesia, Malaysia and Bangladesh,” he said.
The meeting, which was announced by Palestinian Foreign Minister Riyad al-Malki on Saturday, is aimed at introducing NAM members to the Palestinian situation and to ask for their support.

Israel occupied the West Bank as well as East al-Quds, considered by Palestinians as the capital of their homeland, during the 1967 Six-Day War.
